Instructor Bios
John Tiner is one of the most highly qualified experts in residential property management in the Greater Sacramento area and can be engaged to serve as an expert witness in legal cases. Mr. Tiner has been the owner of Tiner Properties, Inc. since 1986. His company specializes in managing over 1200 upper-end single-family homes, duplexes, and condominiums throughout the Greater Sacramento area and places over 400 new tenants each year. He is knowledgeable in all areas of property management, including local rental market trends and values, leasing, maintenance, tenant screening, landlord/tenant disputes, rental & management contracts, and landlord-tenant laws and regulations. Mr. Tiner is primarily responsible for establishing the fair market rent value for new accounts. In addition, he has testified as an expert witness with regard to fair market rent value numerous times.
Amy Parker serves as the current President of the REAA Sacramento Chapter and is a member of the REAA Corporate Board. She has previously taught courses for REAA, including The Art of Reconciliation, Eliminating Bias in Appraisals & Cultural Competency, and How to Market Your Business. In addition to her work with REAA, Amy has also taught appraisal and valuation-related courses for the Probate Referee Association and the California Association of Assessors.
