Class Description: This presentation explores the Assessment Appeals process in California as it relates to the role of the Appraiser/Valuer and related business opportunities. Topics covered will include, but are not limited to: Laws and Codes that govern property tax assessments and taxpayer’s rights to appeal them; Assessment Appeal Boards (AAB) and Hearings; Rules of Evidence, Presumptions, and Burden of Proof; and Compliance with USPAP and/or the Code of Professional Ethics when performing services related to an Assessment Appeal as an Appraiser or Valuer.

This class is approved for two hours of continuing education in California and also Nevada. This class is approved for remote learning by state guidelines. Attendance will be capped at 75. First come, first served.

Jim Glickman, MAI is the Chief Real Property Appraiser of the Residential Division with the Office of the Assessor in Sacramento County, CA . His appraisal career began in 1977 with Les Glickman, Inc. in St. Louis, MO. In 1983, he relocated to Sacramento, CA to work for HomeFed Bank, FSB as a Senior Review Appraiser. He joined Clark-Wolcott Company, Inc. in 1991 and remained with the firm until late 2010.  He earned the MAI designation from the Appraisal Institute in 1992, and served as the President for the Sacramento-Sierra Chapter in 2000.  In late 2010 he joined the Assessor’s Office.  He is a frequent speaker & instructor for local meetings and seminars, and is an Adjunct Professor at American River College where he teaches Real Estate Appraisal.
