Course Description

Appraising rental properties in California isn’t just about the numbers—it’s about understanding the laws that shape the rental landscape.   Whether you’re valuing a rented single family home, duplex or a home with a rented ADU, this class equips you with the tools and knowledge needed to produce credible appraisals in a regulated rental market. 

 

In this engaging class, we’ll dive into the real-world impact of California’s rent control laws and the Tenant Protection Act on valuations.

 

John Tiner with Tiner Property Management will join us to discuss rent control laws and the Tenant Protection Act on property value. From limitations on rent increases to restrictions on tenant evictions, these regulations can significantly affect a property's income potential and marketability.

 

Learn how to identify and analyze below-market rents, understand rent control implications, and navigate common data sources. The instructor will explore current rental market trends, key valuation strategies, and common pitfalls to avoid.

Instructor

John Tiner is one of the most highly qualified experts in residential property management in the Greater Sacramento area and can be engaged to serve as an expert witness in legal cases. Mr. Tiner has been the owner of Tiner Properties, Inc. since 1986. His company specializes in managing over 1200 upper-end single-family homes, duplexes, and condominiums throughout the Greater Sacramento area and places over 400 new tenants each year. He is knowledgeable in all areas of property management, including local rental market trends and values, leasing, maintenance, tenant screening, landlord/tenant disputes, rental & management contracts, and landlord-tenant laws and regulations. Mr. Tiner is primarily responsible for establishing the fair market rent value for new accounts. In addition, he has testified as an expert witness with regard to fair market rent value numerous times.

 

Instructor

Amy Parker is the President of the Real Estate Appraisers Association (REAA) and owner of Appraise It Today. Amy specializes in residential properties of up to four units and her territory includes most of the Sacramento Valley. 90% of her business involves private valuations estate planning, trust and probate matters, family law cases, and expert witness services. She regularly teaches workshops and continuing education classes for appraisers, real estate offices, and legal groups. When she’s not appraising homes, Amy enjoys teaching workshops for appraisers, legal groups, and real estate office and volunteering for the Metrolist committee. She also enjoys being a foodie, wine tasting, and exploring Northern California by foot.

Instructions to receive CE credit

  • Please sign in 10 minutes early to make sure that your equipment is working properly (video and audio) and so ID’s can be checked before the class starts.
  • Once you are on Zoom, your camera must be on.
  • Please have your State ID/License ready to show on the screen when asked (you may need to remove filters in order for these to show clearly).
  • You should be on ‘mute’ unless asking a question or speaking.
  • Your full name must be displayed in your Zoom window.  Fix it in your Zoom profile if needed.  You may receive a chat message from the class proctor if your name is not displayed.
  • Attendance will be taken by REAA at the beginning and the end of class so your FACE must be seen on the screen to receive CE credit and a certificate.  You may receive a chat message form the class proctor if you are not visible.
  • You are required to be present for at least 90% of the class and not driving, etc.
